Key Highlights from the European Union Statement

In the document, EU leaders emphasize the importance of a just peace for Ukraine, which should be based on respect for international law, territorial integrity, and the prevention of changing state borders by force. They also stress the necessity of considering Ukraine’s own position in peace negotiations.

“The people of Ukraine must have the freedom to determine their future. The path to peace in Ukraine cannot be defined without Ukraine. Meaningful negotiations can only take place in the context of a ceasefire or a reduction in hostilities,” the statement published on August 12 reads.

European leaders welcomed Donald Trump’s efforts to end the war but emphasized that any peace decision must adhere to the principles of Ukraine’s sovereignty and independence.

Support for Ukraine and Strengthening Sanctions Against Russia

The EU confirmed its readiness to continue providing Ukraine with political, military, and financial assistance in coordination with the United States and other partners. The importance of supporting Ukraine’s defense capabilities as an integral part of future security guarantees was specifically noted.

European Commission spokesperson Anita Hipper reported that the Union has prepared an action plan in case the outcomes of the Trump-Putin negotiations do not align with the interests of the EU and Ukraine. Additionally, the EU is actively working on implementing the 19th package of sanctions against the Russian Federation, part of which is funded by the interest from frozen Russian assets.

Anita Hipper emphasized:

“Our pressure on Russia is working. That’s why they want to get rid of our sanctions. And that’s why we are constantly working on adding new sanction packages.”

Ukrainian President Volodymyr Zelensky thanked EU leaders for their support of independence, territorial integrity, and a diplomatic approach that can contribute to establishing a dignified peace. Zelensky is convinced that only a united Western position can prevent another deception by Russia.

The President emphasized:

“We all support President Trump’s determination and must together formulate positions that will not allow Russia to deceive the world once again. We see that the Russian army is not preparing to end the war. On the contrary, they are making movements that indicate preparations for new offensive operations. In such conditions, it is crucial that the unity of the world is not threatened.”

Zelensky also noted that issues of security for Ukraine and all of Europe must be addressed collectively, and every decision should strengthen collective security. The President stressed the importance of continued pressure on Russia through force, sanctions, and diplomacy until the complete cessation of war and occupation.
