Progress in Negotiations and the Role of Key Partners

The meeting, which took place on November 24 with European Commission President Ursula von der Leyen in attendance, served as a platform for discussing constructive shifts in the peace negotiations. Representatives from the USA and Ukraine informed EU leaders about progress on several important issues, although some aspects remain open for resolution. António Costa highlighted that the European side welcomes these steps forward and highly appreciates the efforts of Presidents Volodymyr Zelensky and Donald Trump, as well as their teams, in advancing the peace process.

“The peace negotiations have gained new momentum. Yesterday’s meeting in Geneva between the United States, Ukraine, EU institutions, and representatives of Europe marked significant progress,” said Costa.

The President of the European Council noted that specific issues concerning sanctions, expansion, and frozen assets require decisions and full participation from the bloc. The EU expressed its readiness to closely cooperate with Ukraine, the USA, and NATO to achieve sustainable peace.

European Support for Ukraine and Update on the Peace Plan

António Costa emphasized that the European community will continue to provide comprehensive support to Ukraine, including diplomatic, military, economic, and financial assistance. He announced that the fulfillment of the bloc’s relevant commitments will be discussed at the December meeting of the European Council. At the same time, Costa stressed that peace in Ukraine should not be a temporary truce but should become a long-term solution.

European Commission President Ursula von der Leyen, for her part, emphasized the importance of respecting Ukraine’s territorial integrity and sovereignty. She noted that decisions regarding the size of the Ukrainian army should be made only in Kyiv. Von der Leyen underscored that further work on the settlement will continue within the framework of the “Coalition of the Willing.”

Earlier, Ukrainian President Volodymyr Zelensky reported on the coordination of actions with the President of the European Council, noting that he informed António Costa about the outcomes of the Geneva meetings of advisors, the progress of negotiations, and the established priorities.

It is worth recalling that on November 23, negotiations took place in Geneva regarding the peace plan for Ukraine proposed by the USA. As a result, significant progress was achieved, and the framework agreement on peace was updated and refined, with final decisions to be made by the presidents.

Details on the specific changes made to the 28-point peace plan developed by the Trump administration, which has been criticized by Kyiv supporters for being overly accommodating to Russia, have not yet been disclosed. Trump himself stated after the Geneva negotiations that “something good” may happen in the process of resolving the war between Russia and Ukraine.
