Threats Regarding Ukrainian Territory and Property
On his own Telegram channel, Medvedev also expressed intentions to “return what was seized in kind,” referring specifically to “Ukrainian land” and other property located on its territory. Such statements came after London’s decision to support Kyiv using funds obtained from frozen Russian assets.

Support for Ukraine Through Frozen Russian Assets
During a recent visit to Kyiv, British Defense Minister John Healey announced a new package of military assistance to Ukraine. This involves over 1 billion pounds sterling obtained through the use of profits from frozen Russian assets. With this funding, the Armed Forces of Ukraine received hundreds of thousands of artillery shells, anti-aircraft missiles, spare parts for weapons, and new contracts for the maintenance and repair of equipment were also financed.
Overall, Russian assets worth about 210–220 billion euros are frozen in EU countries and the G7. Most of these are state reserves, primarily held on the Belgian Euroclear platform. Significant amounts remain blocked in France (19 billion euros), while approximately 210 million euros are frozen in Germany. Sanctions also extend to the private assets of Russian businessmen and companies, amounting to 24 billion euros.
A portion of the profits generated from managing these assets is transferred by the European Union to Ukraine. By the first half of 2025, Kyiv received over 10 billion euros from such revenues.
On August 30, the head of European diplomacy, Josep Borrell, emphasized that Russia will not be able to recover its frozen assets until it pays reparations to Ukraine.
