The Minister of Defense of Ukraine, Rustem Umerov, signed an order to create a special commission that will focus on the reorganization of the State Rear Operator, as he announced on May 1. According to him, this step is part of the preparation for the end of the war and will help create a more effective logistics support system for the Armed Forces of Ukraine.

The State Rear Operator, which was launched in December 2023, has already saved over 26 billion hryvnias during its operation, attracted new suppliers, and launched a modern IT system called DOT-Chain. This has allowed the ministry to focus on strategic management, policy, and control, and has laid the groundwork for further reforms in the defense sector according to NATO standards.
Creation of a New Reorganization Commission
The reorganization commission of the State Rear Operator will be headed by the director of the Defense Procurement Agency, Arsen Jumadilov. It will operate based on the DPA and is tasked with reducing the duplication of functions of the two key institutions, optimizing management, and accelerating the process of supplying military resources.
“Before the end of martial law, we are laying the groundwork for the merger of the two key institutions – the DPA and the SRO. Our goal is to reduce the duplication of functions, optimize management, and enhance the speed of military supply. We are synchronizing approaches. We are adapting legislation. We are preparing a new operational model,” Umerov noted.
The minister emphasized that these measures aim to transition to the most effective logistics support system after Ukraine’s victory and are part of a larger plan to build a modern army.
Background and Prospects for Reforms
It should be noted that the Defense Procurement Agency was established by the Ministry of Defense in the summer of 2022 and is responsible for the procurement of weapons and military equipment. According to Arsen Jumadilov, the merger of the DPA and the SRO is planned after the end of martial law in Ukraine, which will allow for the creation of a unified and more effective logistics support system for the country’s defense sector.
