The Ministry of Energy of Ukraine has denied information regarding a possible shortening of the heating season due to the new government resolution No. 1267 dated October 8, 2025. The ministry emphasizes that the adopted document does not affect the actual dates for the heating to be turned on in the homes of Ukrainians.

Government Resolution and Conditions of Special Obligations
According to the clarification from the Ministry of Energy, the resolution pertains to the imposition of special obligations (SO) in the gas market. The specified date—November 1, 2025—relates only to technical terminology for the correct determination of the natural gas supply period. The SO provides for maintaining a fixed price for gas for the population from November 1, 2025, to March 31, 2026. This is unrelated to the practical date for the start of heating in homes.
“The government resolution on the imposition of special obligations (SO) in the gas market, which mentions the date of November 1, 2025, has no relation to the actual start of heating in homes. The conditions of the SO provide for the continuation of fixed prices for natural gas for the population after October 31, 2025, until March 31, 2026 (they are conditionally referred to as the ‘heating period’). This is purely technical terminology for the correct definition of conditions during the natural gas supply period,” the Ministry of Energy asserts.
The Start of the Heating Season is Determined by Local Authorities
The ministry emphasized that the heating season in Ukraine will begin as planned: all necessary decisions for its start have already been made by the government. The final decision on the start or end of the heating period is made by local self-government bodies, based on the average daily temperature in the region. Heating is turned on if the temperature remains below +8°C for three days.
In Kyiv, the possibility of connecting to centralized heating for social institutions—hospitals, schools, kindergartens—has been in effect since October 3. Meanwhile, in Dnipro, Mayor Boris Filatov, commenting on the energy situation amid ongoing attacks from Russia, called for postponing the start of the heating season and synchronizing it across the country.
According to the Mayor of Dnipro, the launch of heating plants is carried out according to clear regulations: if the average daily temperature does not exceed +8°C for three days. At the same time, considering the difficult situation in the energy sector, he believes it is advisable to start the heating season simultaneously in all regions.
The flexibility of the regulations regarding the start of heating allows local authorities to adapt to weather conditions. For example, in Kyiv, the heating season ended on March 28, 2024, and on March 24, 2025, due to early warming.
