Mykhailo Fedorov to Present Plans for Reforming the Ministry of Defense Within a Week

Ukrainian President Volodymyr Zelensky announced that soon, Minister of Digital Transformation Mykhailo Fedorov will present specific solutions regarding changes in the operations of the Ministry of Defense. This follows discussions with Fedorov on new approaches to managing the defense sector, particularly focusing on the implementation of technological innovations.

Technological Priorities and Preserving the Lives of Soldiers

Volodymyr Zelensky emphasized the importance of applying modern technologies in military affairs to save the lives of defenders and to counter Russia’s advantage in the scale and number of attacks. The head of state highlighted that Ukraine must respond to threats by actively implementing cutting-edge technologies, rapidly developing new generation weapons, and improving combat tactics.

“Russia has one significant advantage in this war, namely the ability to exert pressure through the scale of strikes and assaults on Ukraine. We must and have to respond with more active use of technologies, faster development of new types of weapons, and new tactics.”

The Ministry of Digital Transformation, led by Mykhailo Fedorov, remains one of the leading centers for innovation in the defense sector. Special attention is given to the development of the arms manufacturing market, the widespread use of drones, and the implementation of advanced communication systems.

Expectations for Reforming the Defense Ministry

Zelensky reported that in just a week, Fedorov will present projects for necessary solutions to enhance defense capabilities. The President expressed hope that parliament will support these initiatives.

Fedorov also reported on the results of the modernization of the defense sector. In December 2025, the destruction of 35,000 occupiers was confirmed and recorded on video, in November — 30,000, and in October — 26,000. The supply of drones to the Ukrainian military continues to grow, and new formats for strengthening the drone component of defense are being prepared.

Additionally, Zelensky previously proposed that Denys Shmyhal transition from the position of Minister of Defense to that of First Deputy Prime Minister and Minister of Energy. At the same time, Fedorov was offered the position of Minister of Defense, which could be a step towards the technological transformation of this ministry.
