The investigation into KCSA officials is ongoing

The National Police of Ukraine has reported that the pre-trial investigation into criminal cases involving officials of the Kyiv City State Administration is not yet complete. In particular, law enforcement’s attention is focused on the Deputy Head of KCSA, Volodymyr Prokopiv.
National Police’s Position on the Status of the Investigation
“We inform you that the department investigating crimes in the field of economic and official activities of the investigative department is conducting pre-trial investigations in criminal proceedings concerning civil servants of the KCSA. All necessary measures are being taken within the framework of the pre-trial investigations to establish the objective circumstances of the event and to hold those responsible accountable,” the National Police stated in their response.
According to law enforcement, the investigation concerns possible violations in the field of economic and official activities of KCSA officials. All necessary investigative actions are ongoing, and those responsible may be held accountable after the objective circumstances are established.
Prokopiv’s Return to Work After Suspension
In the fall of 2024, following an investigation by Bihus.info regarding the transfer of municipal property in Kyiv, Vitali Klitschko temporarily suspended Volodymyr Prokopiv from his duties as Deputy Head of KCSA. However, in November 2025, Prokopiv returned to his duties. According to the city administration, anti-corruption authorities found no violations in the official’s activities, which allowed him to resume his position.
