Nearly 800 Decisions by the Medical and Social Expert Commissions on Disability for Officials Canceled: Inspection Results

The Ministry of Health has reported a significant increase in the number of verified decisions made by the Medical and Social Expert Commissions (MSEC) regarding the establishment of disability for officials. As of July 25, 2025, the Center for the Assessment of Human Functional Status reviewed 1989 cases, of which 795 MSEC decisions were deemed unjustified and canceled.

“In just the last month, the number of cases reviewed has significantly increased: as of July 25, 2025, the Center for the Assessment of Human Functional Status has processed 1989 cases, of which in 795 instances, MSEC decisions were found unjustified and canceled,” the report states.

The Inspection Covers All Regions and State Authorities

The Ministry of Health conducts inspections in collaboration with the Security Service of Ukraine, the State Bureau of Investigations, the Office of the Prosecutor General, and regional health departments. The inspection covers all regions of the country and aims to prevent abuses in the area of disability establishment, as well as to restore trust in MSEC decisions.

Currently, the inspection has included 2630 cases of officials from over 70 state authorities based on information provided by the SBU, DBR, and the Office of the Prosecutor General. 1989 cases have already been reviewed, and 83 individuals have been summoned for further examination to clarify their functional status.

Results of the Review and MSEC Reform

As a result of the inspections, 795 MSEC decisions regarding the establishment of disability for officials have been canceled. In another 400 cases, new decisions have been made, including changing the disability group in 307 cases and altering the duration of disability establishment in 93 cases. For comparison, at the beginning of July 2025, the number of canceled decisions was 445, indicating an intensification of the verification process.

On December 30, 2024, President Volodymyr Zelensky signed Law No. 12178, which provides for the liquidation of medical and social expert commissions in Ukraine. In October 2024, the president enacted a decision by the National Security and Defense Council regarding the activities of the MSEC, which included the liquidation of these commissions, the verification of their decisions, and the reform of the disability establishment system. Subsequently, the government approved a plan to combat corruption and other offenses in this area.

This decision was a response to numerous reports of possible abuses in the activities of the MSEC.
