Outcomes of the negotiations and the Russian side’s reaction

The meeting, according to Russian participant Kirill Dmitriev, was “productive.” Putin’s assistant Yuri Ushakov clarified that American proposals for a peaceful settlement were discussed, but no compromise was reached. Some of the proposals, in the opinion of the Russian side, are acceptable, while others do not suit the Kremlin.

“So far, a compromise option [for a peaceful settlement] has not been found, but some American developments seem more or less acceptable; however, they need to be discussed. Some of the formulations that were proposed to us do not suit us. In other words, the work will continue,” Ushakov stated.

Ushakov also reported that Moscow received a plan from the US and four additional documents, but details regarding their content were not disclosed. Among the topics discussed were territorial issues, which, according to Putin’s assistant, are key to resolving the current crisis.

Positions of the parties and future prospects

Ushakov emphasized that currently, a meeting between Putin and US President Donald Trump is not planned. The possibility of such negotiations will depend on whether progress is made in the talks. No official statements from the American delegation have been released following this meeting.

Ukrainian President Volodymyr Zelensky stated on December 2 that he expects signals from the US after the negotiations in Moscow. It is also known that previously, Steve Witkoff and Kirill Dmitriev met multiple times in Russia and the United States to discuss peace initiatives and potential investment projects involving both countries.

On November 30, Witkoff, as part of the American delegation, held a meeting with representatives of Ukraine in Florida, where the parties considered various aspects of the US peace plan. They characterized the negotiations as constructive, but no specific agreements were reported.

On December 2, Vladimir Putin threatened to cut off Ukraine’s access to the sea in response to drone attacks on Russian tankers in the Black Sea. Ukrainian Foreign Minister Andriy Sybiha interpreted these statements as evidence of the Kremlin’s unwillingness to end the war.
