On December 1, Volodymyr Zelensky arrived at the Élysée Palace in Paris for talks with Emmanuel Macron, kicking off another week of diplomatic efforts aimed at ending the war unleashed by Russia against Ukraine.
Outcomes of the Negotiations and Next Steps
Zelensky’s visit to Paris came immediately after the negotiations in Florida, which participants from both the Ukrainian and American sides described as productive, although details were not disclosed. EU High Representative for Foreign Affairs Josep Borrell emphasized that this week could be crucial for progress in peace negotiations.
According to reports from the Kremlin, US Special Envoy Steve Witkoff is set to meet with Russian President Vladimir Putin on December 2, marking the sixth such meeting since the beginning of the year.
Previously, the initial US proposal for resolving the situation, which consisted of 28 points, raised concerns in Kyiv. On November 23, the Ukrainian delegation held consultations with US Secretary of State Rubio and other American officials in Geneva.
As a result of these negotiations, a new 19-point plan was formed, leaving several key issues open. In particular, the future of certain territories in Donbas, the prospects for Ukraine’s NATO membership, and possible limitations on the size of the Ukrainian Armed Forces are being discussed. The negotiations in Florida became the next step in this process.
