New Suspicion of Undeclared Assets Announced for AMCU Head Pavlo Kyrylenko and His Wife

The National Anti-Corruption Bureau of Ukraine and the Specialized Anti-Corruption Prosecutor’s Office announced on June 5 a new suspicion against the head of the Antimonopoly Committee of Ukraine, Pavlo Kyrylenko, regarding the undeclaration of assets. His wife, Alla Kyrylenko, is also suspected of aiding in illegal enrichment.

List of Hidden Assets

Investigators have established that in 2024, Pavlo Kyrylenko failed to declare information about 20 real estate properties and a premium-class BMW X3 registered in the names of his wife’s relatives in his electronic declaration. Among the hidden assets:

  • six apartments in Kyiv and Uzhhorod;
  • a residential house near Kyiv with an area of over 220 sq. m and two land plots;
  • two garage boxes;
  • six parking spaces;
  • three non-residential premises with a total area of over 190 sq. m;
  • a BMW X3 vehicle.

This property was already the subject of a previous suspicion regarding possible illegal enrichment and the submission of false information in declarations for the years 2020-2023. A criminal case was initiated following a journalistic investigation that revealed a discrepancy between the family’s income and the value of the acquired assets.

Case Circumstances and Preventive Measures

Earlier, journalists found that between 2020 and 2023, the Kyrylenko family acquired real estate and vehicles worth over 70 million hryvnias without sufficient official income. In a comment, Kyrylenko explained the source of the funds as the family’s starting capital, allegedly formed in the 1990s after his wife’s grandmother sold shares of the “Stirol” plant, but no documentary evidence of this could be found.

“Schemes” published a report stating that the Kyrylenko family acquired cars and a number of real estate properties in Kyiv and the region, as well as in Uzhhorod, with a total market value of over 70 million hryvnias, without having sufficient official income for this.

After the investigation, Pavlo Kyrylenko included information in his 2023 declaration about the apartment where he resides – a 200 square meter apartment in Kyiv valued at 6.2 million hryvnias, registered in the name of his wife’s 77-year-old grandmother. At the same time, the BMW vehicle owned by his mother-in-law but used by his wife was not mentioned in the declaration.

On August 28, 2024, the High Anti-Corruption Court denied the law enforcement’s request to take Kyrylenko into custody, opting for a bail of 30 million hryvnias with the obligation to wear an electronic bracelet. It later became known that the funds for the bail were provided by the company “Keramet,” co-owned by businessman Eduard Mkrtchan. This and other companies owned by Mkrtchan participate in state procurement, while the Antimonopoly Committee oversees compliance with competition in the relevant auctions. In particular, the Committee is considering a case regarding possible anti-competitive behavior by one of the businessman’s firms.

In comments, Kyrylenko claimed he was unaware of the company that posted his bail but confirmed his acquaintance with Mkrtchan. He did not respond to questions regarding the bail request. Mkrtchan himself stated that he acted on his own initiative due to a long-standing friendship with Kyrylenko and did not approach him with business requests.

On June 4, 2025, the High Anti-Corruption Court partially granted the lawyer’s request and reduced the bail amount to 25 million hryvnias, but did not allow Kyrylenko to travel abroad for business trips.
