The President of Ukraine, Volodymyr Zelensky, signed a decree for the temporary appointment of Oleg Lugovskyi as the acting head of the Foreign Intelligence Service of Ukraine.

Oleg Lugovskyi Becomes Acting Head of the FIS
The relevant document outlining the personnel changes within the agency was published on the official website of the president on February 4. Prior to this, Lugovskyi held the position of First Deputy Head of the Foreign Intelligence Service, and he has now been entrusted with the responsibilities of leading the agency.
“The First Deputy Head of the Foreign Intelligence Service of Ukraine, Oleg Vasylovych Lugovskyi, is temporarily assigned to perform the duties of the head of the Foreign Intelligence Service of Ukraine.”
Changes in the Leadership of Intelligence Agencies
At the beginning of January this year, Volodymyr Zelensky signed a decree dismissing Oleg Ivashchenko from the position of head of the Foreign Intelligence Service. Ivashchenko had held this position since March 2024. Following his dismissal, he was appointed head of the Main Intelligence Directorate of the Ministry of Defense, replacing Kyrylo Budanov, who took over as head of the President’s Office. At that time, no information was provided regarding the candidacy for the new head of the FIS, and it was only in February that the responsibilities of the head were assigned to Lugovskyi.
