The President of the National Academy of Agrarian Sciences of Ukraine is suspected of illegally using state funds through the fictitious employment of a driver.

Scheme of Fictitious Employment of Driver
The investigation established that the president of NAAS, Yaroslav Hadzalo, employed his personal driver at four state agricultural enterprises under his control. Formally, the driver was listed as an employee of these enterprises, but in reality, he only performed the duties of the NAAS president’s driver in the official vehicle of one of them.
In 2020, the official personally approved the staffing schedules, which included the same driver at each of the enterprises. This allowed for salary payments for work that was not actually performed, and budget funds were used for purposes other than intended.

Actions of Law Enforcement and Legal Responsibility
The State Bureau of Investigations considers the actions of the NAAS president as complicity in the misappropriation of state property by prior agreement. In June 2025, investigators conducted searches at the individuals involved in the case. The president of the academy was officially notified of the suspicion, and a decision is being made regarding the selection of a preventive measure.
