Ukrainian President Volodymyr Zelensky announced that a quadrilateral working group will be formed to draft a 20-point agreement aimed at ending the war. It will include representatives from Ukraine, the Russian Federation, European countries, and the United States.

Establishment of a Multilateral Working Group

According to the president, the Ukrainian-American working group has already been formed and has achieved specific results, including the preparation of relevant documents. Following this, consultations were held with European partners, and the trilateral working group has already conducted meetings in Berlin. The next step is to create a technical group consisting of representatives from all four parties who will sign the final peace agreement.

“If we proceed, and I very much hope that we will do so quickly, with the 20-point plan that needs to be signed by the four parties — Ukraine, Europe, America, and Russia — then it is certainly necessary for the technical group to be quadrilateral. We are fine with that. I know there are questions regarding our capabilities for a trilateral meeting between America, Ukraine, and Russia at the leadership level, or relevant phone calls. I want to emphasize again, we are not hiding from anyone, we are open to any options, formats that can bring us closer to ending the war.”

Flexible Composition of the Group and Negotiation Prospects

The president clarified that other officials may join the permanent members of the working group — Rustem Umerov, Serhiy Kyslytsia, and Andriy Hnatov — depending on the topics of negotiation. Additionally, representatives from intelligence and military personnel are involved if monitoring issues are discussed. In the case of discussing economic aspects, Minister of Economy Oleksandr Sobolev will join the group, and if necessary, Prime Minister Yulia Svyrydenko and other relevant officials will also participate.

Recently, a meeting took place in Florida between U.S. President Donald Trump and Volodymyr Zelensky, lasting over two hours. Before the negotiations, Trump noted that they are at the “final stage,” but no specific deadlines were set. Zelensky emphasized that the Ukrainian and American negotiating teams have done “everything they could” and expressed hope that the prepared documents would lead to real results.

Earlier, President Zelensky reported that the 20-point plan, developed as a result of discussions between Kyiv and Washington, is a “basic document for ending the war.” According to it, Ukraine is to receive reliable security guarantees, and the number of the Armed Forces of Ukraine in peacetime will amount to 800,000 servicemen.

No official reaction has yet been received from representatives of the Russian Federation regarding this plan. Meanwhile, according to sources close to the Kremlin, Russia will demand the inclusion of “key changes” to the document developed by Ukraine and the U.S.
