Romanian Foreign Minister Oana Cărbunaru held a meeting with a Ukrainian delegation led by Andrii Sybiha during the Munich Security Conference on February 13. During the conversation, the parties focused on maritime security issues, the use of maritime drones, and strengthening cooperation to ensure stability in the Black Sea.

Maritime Drones and Europe’s Joint Resilience
Oana Cărbunaru noted that the Romanian side highly values the courage and resilience of Ukrainians, emphasizing:
“once again expressed our respect for the courage and resilience of the Ukrainian people, understanding that this indirectly ensures our security as well.”
According to her, Romania and Ukraine are discussing the implementation of new technologies tested in combat conditions to enhance Europe’s resilience to security challenges.
The Minister specifically highlighted the importance of keeping the Black Sea safe for all countries in the region. She reported that the negotiations included discussions on the training of specialists involved in ensuring maritime security.
Sanctions Against Russia and Support for Ukraine
During the meeting, the parties also addressed the issue of strengthening sanctions against the Russian Federation. Oana Cărbunaru expressed her belief that coordinating new restrictions with the United States could significantly enhance their effectiveness and increase international pressure on the aggressor.
She noted that Russia’s current behavior indicates its unwillingness to engage in serious peace negotiations, particularly due to strikes on civilian infrastructure and the deaths of civilians, including children. For this reason, according to the diplomat, the international community must continue to exert pressure on Moscow.
The Minister emphasized that the main element of security for Europe remains support for the Ukrainian Armed Forces, which are the first line of defense. Romania continues to strengthen cooperation with Ukraine in the fields of logistics and military training.
The Munich Security Conference this year runs from February 13 to 15. It is expected that Ukrainian President Volodymyr Zelensky will also attend the event.
