The Security Service of Ukraine has established the involvement of 12 individuals in organizing information sabotage against Ukraine under the leadership of Viktor Medvedchuk.

Law enforcement agencies have gathered substantial evidence regarding the activities of the so-called “information saboteurs of the FSB of Russia.” In particular, key testimony was provided by Kyrylo Molchanov — a former political expert from Medvedchuk’s circle, who was detained in Poland last spring. He is currently under arrest in Kyiv and is cooperating with the investigation.
Activities of the “Other Ukraine” Group Under the Control of Russian Special Services
According to the investigation, this concerns 12 members of the organized criminal group “Other Ukraine.” This organization operated in Moscow under the guise of a public organization but engaged in subversive activities for the benefit of Russia. Molchanov collaborated with two special services of the aggressor country — the FSB and the foreign intelligence service.
“At the direction of the occupiers, Molchanov and his ‘colleagues’ were involved in justifying Russian aggression, discrediting Ukraine on the international stage, and destabilizing the internal situation in the partner countries of our state. Moreover, Molchanov himself organized street actions in the EU in the interests of the Kremlin, calling for a reduction in international support for Ukraine,” the SBU statement reads.
The investigation established that Viktor Medvedchuk directly supervised this activity. He personally approved the creation of the organization “Other Ukraine” with Putin, after which the FSB received instructions to coordinate the project.

Mechanisms of Influence and Suspects
Subsequently, a headquarters for the “pro-Kremlin association” was formed, which included top managers and propagandists from Medvedchuk’s sanctioned television channels. Most of them fled to Russia even before the start of the full-scale aggression. Under Medvedchuk’s instructions, group members created and disseminated anti-Ukrainian content through controlled Telegram channels, the video hosting platform YouTube, and the foreign resource “Voice of Europe,” which was sanctioned by the EU in 2024 due to the SBU’s cooperation with law enforcement in the Czech Republic. Kremlin propagandists quickly utilized these materials for mass distribution.
SBU investigators have announced charges in absentia against Viktor Medvedchuk and his accomplices, who are currently hiding in Russia. Among the suspects are: Denys Zharkykh, Artem Marchevskyi, Roman Kovalenko, Ruslan Kalynchuk, Yan Taksur, Yurii Dudkin, Ruslan Kotsaba, Natalia Khoroshevska, Bohdan Hihanov, Oleg Yasyinsky, and Oleksandr Lazarev.
- Part 3 of Article 109 (public calls for violent change or overthrow of the constitutional order, dissemination of materials calling for such actions as part of an organized group);
- Part 2 of Article 111 (high treason committed in a state of war);
- Part 6 of Article 111-1 (collaborative activities);
- Part 3 of Article 161 (violation of the equality of citizens on various grounds as part of an organized group);
- Part 3 of Article 436-2 (justification, denial, or glorification of armed aggression by the Russian Federation against Ukraine as part of an organized group).
Separately, Kyrylo Molchanov has been informed of an additional charge for working for the special services of the aggressor country (Part 2 of Article 111 of the Criminal Code of Ukraine — treason in wartime). He faces life imprisonment with confiscation of property.
The pre-trial investigation was conducted under the procedural guidance of the Kyiv Regional Prosecutor’s Office.
