The Council of Heads of State of the Shanghai Cooperation Organization (SCO) approved the Tianjin Declaration following the summit held in China. The document contains principles of non-interference in internal affairs, a rejection of the use of force, and a denial of unilateral sanctions.

Ukraine Was Left Out of the Declaration
Ukraine is not mentioned in any way in the text of the declaration. During the summit, Russian President Vladimir Putin reiterated well-known points, emphasizing that, in his opinion, “the security of one country cannot be guaranteed at the expense of the security of another.” The Russian leader also noted the value of the efforts by China, India, and other strategic partners aimed at resolving the situation surrounding Ukraine, and mentioned the recent Russian-American meeting in Alaska, considering it a step toward achieving peace.
“We highly value the efforts of China, India, and other strategic partners aimed at facilitating the resolution of the Ukrainian crisis (this is the Chinese term for the full-scale war that the Russian Federation is waging against Ukraine – ed.). I would note that the understanding reached at the recent Russian-American meeting in Alaska, I hope, is also moving in this direction, opening the way to peace in Ukraine,” said the Russian leader.
Negotiations and Diplomatic Initiatives
Vladimir Putin once again emphasized the need to eliminate the “root causes of the Ukrainian crisis” and the necessity to prevent Ukraine’s accession to NATO. On the sidelines of the summit, he held talks with Indian Prime Minister Narendra Modi and Turkish President Recep Tayyip Erdoğan regarding the resolution of the Russian-Ukrainian conflict. According to reports, ahead of the summit, Modi and Erdoğan discussed the Ukrainian issue in phone conversations with President Volodymyr Zelensky.
Zelensky stated that during his conversation with Modi, he confirmed his readiness to meet with the Russian leader. The Indian Prime Minister promised to convey the appropriate signal to Moscow. After negotiations with Putin, Modi characterized the meeting as excellent and emphasized the need for an immediate cessation of hostilities and the establishment of stable peace.
After his dialogue with Erdoğan, Putin noted Turkey as a reliable partner and recognized Ankara’s important role in the efforts to resolve the conflict between Russia and Ukraine.
Official Kyiv has not yet commented on the statements made during the SCO summit. The President of Ukraine has repeatedly offered to hold a personal meeting with Putin, but the Russian side has not yet agreed, although Putin himself does not rule out the possibility of such negotiations in the future.
The United States and Ukraine’s European partners continue to insist on the necessity of organizing a summit involving Zelensky and Putin.
