Goals and Advantages of the New System
According to the government official, the implementation of this system will allow for the effective distribution of responsibilities among all involved structures, as well as provide a detailed analysis of the needs of evacuated individuals. This aims to significantly improve the quality of services provided to people in transit centers and temporary accommodation locations.
“This will help to greatly enhance the services that people receive in transit centers and temporary accommodation locations,” the official noted.
Coordination of the Evacuation Process
The new system involves a clear distribution of responsibilities among the agencies:
- The Ministry of Development will oversee the overall management of the evacuation process through the Coordination Headquarters.
- The Ministry of Social Policy is responsible for the social support of individuals and their reintegration into communities.
- The State Emergency Service (SES) ensures safety, alerts, and technical aspects of the evacuation.
- Local Military Administrations organize collection points, registration, transportation, and household support for evacuees.
- The National Social Service coordinates the work of multidisciplinary teams, which include social workers, psychologists, lawyers, and medical professionals.
Svyrydenko emphasized the importance of creating dignified conditions for people who are forced to escape from combat actions, as well as ensuring quality support and care during the evacuation.
In the Donetsk region, local authorities regularly appeal to the population with calls for evacuation due to the constant threat of Russian shelling. In particular, in July of this year, mandatory evacuation was announced for residents of ten settlements in the Dobropillia and Kryvyi Rih communities, where about 928 children were present. In August, mandatory evacuation began for families with children from the city of Druzhkivka and the villages of Andriivka, Varvarivka, Novoandriivka, and Rohanske in the Andriivka community.
