Stefanchuk Outlines Ukraine’s Key Requirements for Peace Negotiations Regarding the War with Russia

The Chairman of the Verkhovna Rada of Ukraine, Ruslan Stefanchuk, during the opening of the parliamentary summit of the “Crimean Platform” in Sweden, outlined the main conditions under which Kyiv is ready to participate in negotiations to end the war with the Russian Federation. According to him, Ukraine is open to “substantive negotiations,” particularly at the level of heads of state.

Ukraine’s “Red Lines” on the Path to Peace

Ruslan Stefanchuk emphasized that Ukraine has defined “red lines” that cannot be crossed during the negotiations. Among them are the refusal to grant any legal recognition of the Russian occupation of Ukrainian territories, the absence of restrictions for the Ukrainian Defense Forces, and the inadmissibility of a veto on Ukraine’s right to choose its future allies independently.

Any genuine peace process must be based on a very clear principle: nothing about Ukraine without Ukraine, and nothing about Europe without Europe,” the speaker emphasized.

Peace Plan and Position of International Partners

According to media reports, all the listed requirements are part of a 28-point peace plan recently proposed by the United States as a basis for possible negotiations to end Russia’s war against Ukraine. Following meetings in Geneva, as well as consultations at the White House and the Office of the President of Ukraine, there have been reports of updates and revisions to the framework peace agreement, although the details of the changes are currently not disclosed.

Ukraine’s European allies have also expressed their proposals regarding the mentioned plan, but so far primarily at an unofficial level.

This week, according to Western media, a possible visit by Ukrainian President Volodymyr Zelensky to Washington is anticipated, where he plans to discuss the prospects for a peaceful resolution of the war with U.S. President Donald Trump.
