Sybiga Discussed Security Guarantees for Ukraine and Paths to Peace with the US and EU

Foreign Minister Andriy Sybiga participated in an important multilateral conversation dedicated to the prospects of peace and security guarantees for Ukraine. The discussion included US Secretary of State Marco Rubio, European foreign ministers, and the head of EU diplomacy.

Main Points of Ukraine’s Position on Security Guarantees

During the meeting, Andriy Sybiga emphasized the necessity for specific, legally binding, and effective security guarantees for Ukraine. He highlighted that such guarantees should cover various areas: military, diplomatic, legal, and others. The minister particularly focused on the need to strengthen the Ukrainian army to ensure it remains the key foundation of any security guarantees.

“I reaffirmed Ukraine’s position that security guarantees must be specific, legally binding, and effective. They should be multidimensional, encompassing military, diplomatic, legal, and other levels. We all share the belief that the Ukrainian army is the fundamental level of any such guarantees, so its maximum strengthening is our top priority,” the minister wrote on social media platform X on the night of August 26.

Next Steps and International Support

Sybiga also stated Ukraine’s readiness for further steps toward peace. He emphasized that Kyiv is open to meetings with leaders in any format and geographical region to end the war. Ukraine is determined to give diplomacy a chance and is ready to work towards halting hostilities.

The minister stressed that Russia cannot indefinitely delay the process of peaceful resolution. If the Russian Federation continues to avoid constructive dialogue, Ukraine expects an increase in international sanctions against Moscow and an expansion of its own defense capabilities. Sybiga expressed gratitude to partners for their support and solidarity in the fight for Ukraine’s security and sovereignty.

The US State Department reported that all parties agreed on the necessity to maintain cooperation for a diplomatic resolution of the conflict and to achieve sustainable peace between Ukraine and Russia. Security guarantees for Kyiv remain one of the main issues in negotiations to end the war. Discussions have intensified following meetings between Ukrainian President Volodymyr Zelensky and US President Donald Trump, as well as European leaders in Washington.

US President Donald Trump emphasized that the United States will support a system of security guarantees for Ukraine but does not plan to increase funding for the Ukrainian side.

According to media reports, within the so-called Coalition of the Willing, the United Kingdom has proposed to deploy Typhoon fighters in western Ukraine and send up to 5,000 troops to train the Ukrainian army. France, Canada, and Australia are also considering sending their troops to western Ukraine. Czech President Petr Pavel announced the country’s readiness to join a peacekeeping mission, while Lithuania expressed a similar intention regarding sending its military if an international peacekeeping mission is established.

For its part, the Kremlin traditionally opposes any initiatives related to the involvement of foreign military forces on Ukrainian territory.
