The First Mobile Shelter Appears in Kyiv: Address, Features, and Maintenance Issues

Details of the Shelter’s Location and Design

The new protective facility has appeared in the Desnyanskyi district of Kyiv, in the Lisovyi massif, at 19 Milyutenkа Street. Here, as noted by the city administration, the situation with shelters remains one of the most challenging in the capital – residents face a shortage of protective structures, as in many areas of the city.

The shelter has been designed in accordance with state standards (DSTU) and has passed official certification by the State Emergency Service. Special attention has been paid to inclusivity – the structure is suitable for people with special needs. To date, this is the first such facility in Kyiv, and it has already been marked on the map of shelters for the convenience of residents.

Maintenance Issues and Next Steps

Despite the launch of the first mobile shelter, the process of its installation was accompanied by numerous difficulties. As reported by the head of the Kyiv City Military Administration, Tymur Tkachenko, every decision regarding the arrangement of the facility had to be defended in the face of resistance from certain structures.

Work to expand the network of mobile shelters is ongoing: tenders are being held in the districts of the capital, and in the future, there will be more such protective structures.

The Kyiv City Military Administration expressed gratitude to the responsible business that donated the shelter to the city for permanent use. At the same time, the structure itself was installed using off-budget funds, but city services currently refuse to take it on their balance sheet and be responsible for its maintenance, which the administration considers a direct sabotage of residents’ safety.

The District State Administration has approached KP “Kyiv Cultural Cluster” with the initiative to install a shelter near the cinema to expand the safe space. The enterprise initially agreed to take responsibility for the facility, but after its installation, it officially refused to take care of and maintain the structure. Moreover, just a week ago, municipal services, at the direction of the city leadership, attempted to dismantle and remove the shelter, which caused public outrage regarding the city authorities’ priorities concerning the protection of Kyiv residents during martial law.
