New categories will appear in the International Register of damages, allowing citizens, entrepreneurs, and the state to apply for compensation for the consequences of the aggression of the Russian Federation. This was announced by Prime Minister Yulia Svyrydenko.

New opportunities for recording damages and submitting applications
According to Svyrydenko, the government of Ukraine has decided to expand the list of categories under which damage and losses caused by Russian aggression after February 24, 2022, can be officially recorded. An additional 14 new directions have been added to the already regulated categories. Applications for these categories will be possible after their opening in the “Diia” app. Currently, 21 categories of damages are already available in the register.
Details of the new categories of damages
Citizens, in addition to the existing categories, will be able to record the following losses for further compensation:
- loss of access to medical assistance;
- loss of access to education;
- other violations of international humanitarian law, human rights, laws and customs of war, as well as additional economic losses.
Business owners can now also register losses of cultural objects, costs for the evacuation of assets, as well as other economic and humanitarian damages.
“The state will record the destruction of cultural heritage objects, environmental damage, theft of natural resources, humanitarian costs to support the affected population, and costs for demining and clearing territories,” added the Prime Minister.
To date, 38 states and the European Union have signed the Convention on the establishment of the International Commission for the consideration of claims. The International Commission will verify, assess, and make decisions regarding applications submitted to the Register of damages, as well as determine the amount of compensation in each specific case.
According to the Council of Europe, 44 countries and the EU have already joined the Register, and the mechanism has received over 150,000 applications for compensation.
