U.S. President Donald Trump believes it is necessary to end Russia’s war against Ukraine and insists on a diplomatic path to resolve the conflict, excluding a military scenario. This was reported by U.S. Ambassador to NATO Matthew Whitaker.

U.S. Position on Further Assistance to Ukraine
According to Matthew Whitaker, Washington has not yet made any decisions regarding future military assistance to Ukraine. The diplomat emphasized that the White House is focused on preserving opportunities for President Trump to halt hostilities through negotiations.
“The United States remains focused on preserving President Trump’s options to cease military actions (in Ukraine – ed.). Therefore, no decisions regarding future assistance (in Ukraine – ed.) have been approved yet,” said the diplomat in response to a journalist’s question about the possibility of supplying American weapons to Ukraine.
Whitaker also added that the U.S. expects European partners to take the lead in providing Ukraine with the necessary resources and political support to achieve lasting peace. According to him, European countries are interested in maintaining stability on their continent, and Washington will continue to do everything possible to support these efforts.
Current State of Cooperation and Volume of Assistance to Ukraine
The diplomat noted that the issue of creating a “coalition of willing” led by the United Kingdom and France to guarantee security for Ukraine is on the agenda. Whitaker intends to reach out to European colleagues to clarify the details and timelines of such a mission.
Separately, interlocutors in NATO diplomatic circles note that Ukraine is currently receiving military support from the U.S., which was agreed upon by the previous administration. In addition, there is an ongoing exchange of intelligence information, and the Starlink system is functioning steadily.
According to President Volodymyr Zelensky, as of February 2025, about 40% of the weapons and military equipment used on the front lines are produced in Ukraine. At the same time, the U.S. contribution to the country’s defense capabilities is approximately 30%.
Since the beginning of Russia’s full-scale invasion in 2022 and until the end of December 2024, the United States has provided Ukraine with nearly $123 billion in financial, humanitarian, and military assistance, which is the largest amount of aid among all of Ukraine’s partners.
The latest aid package of $500 million was announced on January 9, 2025. It was provided from U.S. Army stockpiles under the Presidential Drawdown Authority (PDA) program. Currently, the Trump administration has not announced new aid packages for Ukraine, focusing instead on diplomatic negotiations with Kyiv and Moscow to end the war.
