The Kyiv Budget for 2026 Does Not Allocate Funds for Military Purchases

The City State Administration presented the draft budget for 2026 to the Kyiv City Council deputies, which allocates only 2.2% of the total expenditures for military support, while no funds are specifically earmarked for military purchases to strengthen the front.

Kyiv Budget 2026: Key Indicators

The capital’s revenues in 2026 are projected to be UAH 106.39 billion, while expenditures are expected to reach UAH 113.53 billion. Thus, the budget deficit is anticipated to be UAH 7.14 billion, and local borrowings will amount to UAH 7.8 billion.

  • Education: UAH 37.98 billion, of which UAH 25.93 billion (68.3%) is directed towards teachers’ salaries, and UAH 483.4 million is allocated for scholarships and social payments.
  • Healthcare: UAH 7.30 billion, including UAH 5.39 billion for the city’s medical program and additional payments for various medical professionals.
  • Social Protection: UAH 11.02 billion, including UAH 4.78 billion for the “Care. Towards Kyivans” program and UAH 2.33 billion for supporting Defenders and their families.
  • Public Transport: UAH 12.67 billion.
  • Sports and Physical Culture: UAH 1.79 billion.
  • Public Investments: UAH 23.01 billion.

Comparison with the 2025 Budget and the Situation with Reserves

For comparison, the Kyiv budget in 2025 amounted to UAH 110 billion. The “Defender of Kyiv” program was allocated UAH 12.3 billion, of which UAH 11.1 billion was directed directly to front-line needs. The “Support for Kyivans — Defenders” program received UAH 1.5 billion.

Despite financial difficulties, it is estimated that around UAH 30 billion remains in the city’s accounts, which will not be utilized in the current year.

Analyzing the draft budget, one gets the impression that the war has already ended for the city mayor, Vitali Klitschko.
