The State Will Pay 20,000 Hryvnias to Emergency Teams in the Energy Sector

Employees of energy companies, housing and communal services enterprises, the gas sector, and the railway industry who are directly involved in emergency recovery operations will receive additional payments of 20,000 Hryvnias from the state on top of their base salary. This decision was made by the Cabinet of Ministers as part of a support package for those working under emergency conditions caused by extensive damage to energy infrastructure due to shelling by the Russian Federation.

Key Conditions for Payments and Mechanism

The government adopted the relevant resolution to support specialists who are engaged daily in eliminating the consequences of attacks on the energy sector: they restore electricity, gas, heating, and water supply, as well as ensure the stable operation of gas infrastructure. The additional payments apply to employees regardless of the ownership form of the enterprise, including workers of “Ukrzaliznytsia.”

“Employees of energy companies, regardless of ownership form, housing and communal services enterprises, and ‘Ukrzaliznytsia’ who are directly involved in emergency recovery operations will receive an additional 20,000 Hryvnias to their salary. These specialists are part of repair teams that go out to damaged facilities daily to restore electricity, gas, heating, and water supply, as well as the operation of gas infrastructure after shelling,” said Svyrydenko.

Additional funds will be allocated from January to March of this year. Employees will receive the first payments for January in February. The process for applying for assistance is maximally simplified: enterprises submit personal lists of employees, after which each eligible individual will receive a notification through the “Diia” app or via SMS.

Context: The Situation in the Energy Sector and the Consequences of Shelling

The decision to introduce additional payments was made against the backdrop of an emergency situation in the country’s energy system, which arose due to massive attacks from the Russian Federation. In particular, after the shelling in January of this year, over five thousand multi-story buildings in Kyiv were left without heating, and 1,200 of them still do not have restored heating supply.

The Mayor of Kyiv, Vitali Klitschko, noted that the attack on January 9 was the most extensive in four years for the capital’s critical infrastructure. The city continues to experience emergency power outages.

Since the beginning of the full-scale invasion, the Russian Federation has systematically targeted Ukraine’s energy infrastructure, and since the fall of 2025, the intensity of the shelling has significantly increased. According to the Security Service of Ukraine, at least 256 air attacks on energy facilities and heating supply systems have been recorded since the start of the current heating season.

The SBU classifies these actions as crimes against humanity.
