The case concerning the alleged involvement of former Secretary of the National Security and Defense Council Andriy Klyuyev in the dispersal of protests on Maidan will soon be reviewed by the Grand Chamber of the Supreme Court.

Key Events in the Investigation
The criminal proceedings against Andriy Klyuyev, initiated back in October 2014, have undergone numerous suspensions and resumptions for additional investigative actions. However, in 2019, the investigating judge of the Pechersk District Court of Kyiv made a ruling that, according to the representatives of the victims, created significant obstacles to a full investigation. The court annulled the investigator’s decision to suspend the proceedings again, although, as claimed by the victims’ side, this was not subject to appeal since the defense did not raise such a request. The court also set a deadline for resuming the investigation and its completion — 30 days.
The appellate instance repeatedly refused to consider appeals against this ruling, citing that the investigator’s decision is not subject to appeal.
Review in the Supreme Court
The victims’ side and prosecutors appealed to the Supreme Court, requesting the opportunity to challenge the ruling from 2019. On September 4, 2025, the Cassation Criminal Court within the Supreme Court was supposed to address this issue, but due to conflicting judicial practices, the case was transferred to the Grand Chamber. The hearing is scheduled for October 29 at 12:00.

Andriy Klyuyev is suspected of illegally obstructing the holding of protests using physical force and organizing the abuse of power by law enforcement officers. Resolving this issue in the Supreme Court could be a key step for the further progress of the high-profile investigation into the events on Maidan.
