The Verkhovna Rada Recognized the Deportation of Ukrainians from Poland from 1944 to 1951 as Illegal

The Verkhovna Rada of Ukraine officially recognized the acts of forced relocation of Ukrainians from the territory of the Polish People’s Republic between 1944 and 1951 as illegal and criminal. The corresponding bill was adopted by the members of parliament on July 16.

Restoration of Rights for Deported Ukrainians

The adopted document states that Ukraine identifies the restoration of rights for citizens who belong to the category of deported persons as one of the key directions for the political, socio-economic, cultural, and spiritual development of society. The category of deported individuals includes people of Ukrainian descent who were forcibly resettled from the territory of the Polish People’s Republic in 1944–1951 according to the decisions of the authorities of the then USSR and the Polish People’s Republic.

Guarantees and Compensation for Victims

The state guarantees individuals of Ukrainian ethnic origin who were forcibly relocated from their permanent compact living places in Poland between 1944 and 1951, and in the event of their death, their family members (spouse, children), the right to material and moral compensation for the harm caused by the deportation. The amount and procedure for providing one-time financial assistance will be determined by the Cabinet of Ministers of Ukraine.

“The state guarantees individuals of Ukrainian ethnic origin who were forcibly relocated from their permanent compact living places in the territory of the Republic of Poland during the period from 1944 to 1951, and in the event of their death – their family members (spouse, children), the right to compensation for material and moral damage caused to them as a result of the deportation, in amounts and procedures established by the Cabinet of Ministers of Ukraine, in the form of one-time financial assistance.”

The bill recognizing as deported citizens of Ukraine who were forcibly relocated from the Polish People’s Republic between 1944 and 1951 was registered in parliament back in 2019. In 2021, the deputies supported it in the first reading.

It is worth noting that on September 9, 1944, an intergovernmental agreement was signed in Lublin between the USSR and the Polish National Liberation Committee regarding the evacuation of the Ukrainian population from the territory of Poland and Polish citizens from the territory of the USSR. The forced deportation of Ukrainians from Lemkivshchyna, Holmschyna, and Nadsian lasted from September 1944 to June 1946, resulting in the relocation of approximately half a million Ukrainians.
