The opening of the ground crossing on Khreshchatyk, which is intended to facilitate movement for people with limited mobility, is being blocked by the Department of Transport Infrastructure of the Kyiv City State Administration (KCSA). This was reported by the head of the capital’s military administration, Timur Tkachenko.

Tkachenko pointed out that the underground crossings at Maidan and Bessarabskaya Square are not accessible for people with limited mobility, elderly individuals, and mothers with strollers. In his opinion, the ground crossing is an important part of the barrier-free route that should connect Maidan, the military hospital, and the Central Railway Station.
Accusations Against Klitschko and the Department
According to Tkachenko, the opening of the crossing is being delayed at the direction of the capital’s mayor, Vitaliy Klitschko. He noted:
“Khreshchatyk is part of a completely barrier-free route that we are developing. However, the opening of the ground crossing here is being sabotaged at the direct instruction of Mayor Klitschko. The municipal workers have been tasked with preventing its establishment”

The head of the Department of Transport Infrastructure, Ruslan Kandybor, and his deputy, Valentyn Kulbako, are also accused of blocking this project. Tkachenko emphasized that such actions harm not only him personally but also all Kyiv residents and visitors to the capital who use Khreshchatyk. He stressed that police support for expediting the establishment of the ground crossing is crucial and called on city services to take a responsible stance on this issue.

Tkachenko emphasized the need to create comfortable conditions for all residents of the capital, urging action to improve infrastructure. He underscored that people’s comfort cannot be sacrificed for political interests and advocates for the opening of the ground crossing to occur as soon as possible.
