In the capital of the United Arab Emirates, Abu Dhabi, the latest round of trilateral negotiations involving delegations from Ukraine, the USA, and the Russian Federation has concluded. This was reported by the head of the Office of the Secretary of the National Security and Defense Council of Ukraine, Diana Davityan, who emphasized that the details of the meeting will be announced later by the Secretary of the NSDC, Rustem Umerov.

Main Stages of the Negotiation Process
Earlier that day, Rustem Umerov, who leads the Ukrainian negotiation team, announced the start of trilateral consultations in the Ukraine-USA-Russia format in Abu Dhabi. According to him, after a general discussion, the participants moved on to work in separate groups on thematic areas, with plans for a subsequent joint synchronization of positions.
“Next – work in separate groups on specific topics, after which a repeat joint synchronization of positions is planned.”
Umerov emphasized that the Ukrainian delegation operates within clear directives from President Volodymyr Zelensky, aimed at achieving a just and lasting peace. Each stage of the negotiations is carefully coordinated with the president.
Positions of the Parties and International Context
According to preliminary information, the United States is represented in the negotiations by President Donald Trump’s special envoy, Steve Witkoff. On the Russian side, Kremlin spokesman Dmitry Peskov confirmed Moscow’s unchanged position, stating that it is “absolutely clear and well understood by both Kyiv and the American negotiators.”
The first dialogue in this format took place on January 23-24, and the next stage was scheduled for February 4 and 5 after being postponed from February 1.
Disputes continue regarding territorial issues. According to U.S. Secretary of State Marco Rubio, this issue remains unresolved, as Russia insists on the withdrawal of the Armed Forces of Ukraine from part of the Donetsk region that its troops do not yet control.
President Volodymyr Zelensky, during his visit to Vilnius, emphasized Kyiv’s unwavering position on territorial integrity. He urged all parties to be ready for compromises and announced that bilateral security guarantees with the USA are already ready for signing.
Zelensky had previously stated that the final decision on territorial issues should be made by the people of Ukraine through elections or a referendum.
At the same time, the Kremlin continues to reject Western security guarantees for Ukraine and insists on its maximalist goals in the war, as noted by ISW analysts.
NATO Secretary General Mark Rutte, speaking in the Verkhovna Rada, emphasized that Russia’s nighttime attacks indicate a lack of genuine desire for peace from Moscow.
