Twelve Officials in Kyiv Suspected of Causing Budget Losses of 73 Million Hryvnias

Kyiv officials are accused of negligence and involvement in schemes to embezzle budget funds

The law enforcement agencies of Kyiv have announced suspicions against twelve officials from municipal enterprises and district state administrations in the capital. The operational support for the investigation was provided by the Department of Strategic Investigations of the National Police and the Security Service of Ukraine in Kyiv and the Kyiv region.

Embezzlement Schemes and List of Suspects

According to the data, two heads of contracting organizations have also received suspicions. They are accused of negligence and involvement in schemes to misappropriate city budget funds, resulting in losses to Kyiv of nearly 73 million hryvnias.

“This concerns abuses during the procurement of road salt, electricity, repair work, spare parts for ambulances, and firefighting equipment,” the prosecutor’s office explained.

In particular, the following individuals have been notified of their suspicions:

  • Head of the Kyivpastrans Department – for failing to monitor prices during the procurement of electricity, leading to an overpayment of 47.2 million hryvnias.
  • Former General Director of Kyivzelenbud, Chief Agronomist, and Manager – for embezzling 4.8 million hryvnias during the eradication of ragweed.
  • Director of the Municipal Security Department of the Kyiv City State Administration – for improper organization and control over the valuation of special vehicles and equipment, resulting in an overpayment of nearly 11 million hryvnias.
  • Former Head of the Kyivzelenbud Department and Head of the Contracting Organization – for embezzling and misappropriating 800 thousand hryvnias during the improvement of the Orlyatko Park in the Solomianskyi district.
  • Head of the Solomianskyi District Road Maintenance Service – for failing to fulfill duties during the procurement of road salt, resulting in losses of 2 million hryvnias.
  • Former Head of the Podilskyi District Road Maintenance Service – for violations during the procurement of anti-parking bollards, resulting in losses of 1.5 million hryvnias.
  • Head of the Kyivmedspetstrans Service – for embezzling funds for the purchase of spare parts for ambulances in collusion with other officials and contractors (1.9 million hryvnias).
  • Head of the Holosiivskyi District Road Maintenance Service – for purchasing low-quality road salt worth 1.4 million hryvnias.
  • Head of the Holosiivska District State Administration – for embezzling budget funds during the repair of a parking lot amounting to nearly 1 million hryvnias.
  • Head of the Solomianska District State Administration and Head of the Contracting Organization – for failing to fulfill duties during the roof repair of a school, with losses exceeding 500 thousand hryvnias.
  • Official of the Sviatoshyn Psychoneurological Boarding School – for illegal actions during the capital repair of a hybrid solar power station, causing losses of nearly 700 thousand hryvnias.

Investigation Ongoing

The pre-trial investigation regarding all mentioned individuals is currently ongoing. Law enforcement is checking the possible involvement of other officials and contractors in the misappropriation of budget funds, as well as exploring other episodes of potential abuses in the use of municipal finances.
