Ukrainian President Volodymyr Zelensky announced that the United States has proposed a trilateral meeting between Ukraine, the USA, and Russia at the level of national security advisors. The head of state shared this during a conversation with media representatives, clarifying that the relevant initiative was conveyed to him by the Secretary of the National Security and Defense Council, Rustem Umerov, who is currently in the USA conducting negotiations with American and European partners regarding the end of the war.

Ukraine Supports the US Initiative for Negotiations
Volodymyr Zelensky noted that, although he is not sure that such a meeting will yield new results, he emphasized the importance of previous experiences from similar negotiations in Turkey, which facilitated the return of captured military personnel and civilians. According to the president, Ukraine supports the US proposal, as the outcome of the trilateral meeting could lead to the unblocking of exchanges or even an agreement on a meeting of the leaders of the three countries.
“If there can be such a meeting now that unblocks exchanges, or if the result of the trilateral NSA meeting could be an agreement on a trilateral meeting of the leaders – I cannot be against it. We will support the US proposal”.
Peace and Territorial Negotiations Continue
During his conversation with journalists, Zelensky emphasized that territorial decisions should be made by the people of Ukraine – either through elections or via a referendum. He also highlighted that there are still discrepancies between the positions of the USA, the Russian Federation, and Ukraine regarding territories, particularly in Donbas.
In December 2025, the USA intensified efforts to conclude a peace agreement between Kyiv and Moscow, resulting in a new document that better aligns with Ukraine’s interests. However, contentious issues related to territories and security guarantees remain.
Zelensky noted that the United States considers a complete ceasefire possible only after the signing of a comprehensive peace agreement. According to Washington, Russia will not agree to a truce without such a document. Meanwhile, Kyiv emphasizes that the primary step should be the ceasefire itself.
It remains unclear whether Russian President Vladimir Putin is willing to agree to a peace treaty. After the recent negotiations involving Trump representatives in Moscow, the Kremlin acknowledged some of the proposals as acceptable, while rejecting others.
