Ukraine and Japan have officially begun the implementation of the fourth phase of the Emergency Recovery Program. The Vice Prime Minister for Reconstruction, Minister of Community and Territorial Development Oleksii Kuleba, announced that a grant of $58 million was signed with the head of the Japan International Cooperation Agency (JICA) office in Ukraine, Hideki Matsunaga.

Fourth Phase of the Program
In the three previous phases of the program, needs were addressed in critical sectors such as energy, transportation, agriculture, healthcare, education, waste management, water supply, and demining. The fourth phase will continue this work, focusing on humanitarian demining, energy infrastructure, drainage, and the restoration of facilities in affected regions.
Japan’s Assistance to Ukraine
According to Kuleba, since the beginning of the full-scale invasion, Japan has provided Ukraine with $12 billion in humanitarian and financial aid. The total amount of projects under the cooperation between the Ministry of Development and JICA reaches approximately $700 million.
“On December 24, the Ministry of Finance of Ukraine reported that a tranche of $1 billion from Japan and the United Kingdom had been received in the state budget of Ukraine as part of the World Bank’s program to support reforms. Of this, $567 million was provided under the guarantees of the Government of Japan.”
