Ukraine Calls on NATO Countries to Actively Join the PURL Initiative for Purchasing American Weapons

The Ukrainian delegation aims to persuade even more allies to join the PURL initiative during upcoming meetings in Brussels. Under this program, NATO member states in Europe and Canada are purchasing American weapons for Ukraine. This was reported by Ukraine’s Ambassador to NATO, Alona Hetmanchuk.

Key Objectives of the PURL Initiative

According to Hetmanchuk, the main goals of the initiative are to support Ukraine’s defense capabilities on the front lines, strengthen the air defense systems of cities, and protect critical infrastructure facilities. The ambassador noted that each new aid package includes additional air defense assets, not only Patriot systems but also other weapons for which there are currently no alternatives in Europe.

“We explain to them that this initiative is immediately aimed at addressing three very important tasks. The first task is to help us maintain the front line and the momentum created in terms of our counteroffensive actions. Secondly, to help protect cities, because each package also includes additional air defense assets. Not necessarily Patriots, but many different systems. And thirdly, to help us protect critical infrastructure facilities,” the ambassador said.

Hetmanchuk emphasized that on October 15, during a meeting in the ‘Ramstein’ format, at least seven countries will announce their contributions to PURL, complementing the six countries that have already confirmed their participation in this initiative.

Challenges and Arguments for Partners

The ambassador highlighted that the American weapons provided under PURL have characteristics that cannot be matched by European manufacturers in terms of nomenclature, quantity, or speed of delivery. The production capacities of European countries are currently insufficient to promptly supply Ukraine with the necessary weapons in the required volumes and tempos.

Hetmanchuk also noted that there is skepticism among some European partners regarding the feasibility of purchasing American weapons, as they believe that the U.S. should provide them to Ukraine for free. However, she stated that the opportunity to acquire such weapons is an important chance for Ukraine and its partners. In many cases, thanks to PURL, it has been possible to cover over 90% of the Ukrainian army’s needs for specific positions.

In addition to attracting new participants to PURL, the Ukrainian side plans to raise the issue of accelerating the fulfillment of commitments already made, especially ahead of what is likely to be a challenging winter for Ukraine.

An allied defense ministers’ meeting is scheduled for October 15 at NATO headquarters, along with meetings of the Ukraine-NATO Council and the Ukraine Defense Contact Group in the ‘Ramstein’ format.

Recall that on July 14, the U.S. and NATO signed the PURL agreement (Prioritized Ukraine Requirements List), which provides for the supply of American weapons to Ukraine funded by European states under NATO coordination. In the first months of the initiative’s operation, the total contributions exceeded 2 billion euros, and these funds are primarily directed towards the procurement of weapons and ammunition not produced by European arms manufacturers, including air defense systems.
