Ukraine Calls on the International Community to Strengthen Air Defense After Massive Strike on Kyiv

Київ закликає партнерів надати додаткові системи ППО й засоби дальнього ураження

The Ministry of Foreign Affairs of Ukraine has appealed to the international community to resolutely condemn the massive attack by Russia on Kyiv on the night of August 28. The statement from the Ministry emphasizes the tragic consequences of the shelling: among the dead are at least four children, the youngest of whom was not yet three years old.

“She was born under Russian shelling in October 2022 and died from a Russian strike in August 2025.”

The Ministry underscored that the death and injury of children is one of the gravest crimes that demand the harshest punishment. The agency called on every country in the world to provide a principled and public response to this crime and to take concrete actions to counter Russian aggression.

Strengthening International Pressure and Support

In particular, the diplomatic agency voiced the demand to officially designate the Russian Federation as a terrorist state. Ukraine expects an active stance from the global community, including countries in Latin America, Africa, the Middle East, and the Indo-Pacific region, which have repeatedly advocated for peace and a ceasefire. Special emphasis is placed on the need for a clear position from the participants of the 25th meeting of the Council of Heads of State of the Shanghai Cooperation Organization, which will take place from August 31 to September 1. The Ministry stressed that these countries must demonstrate their commitment to the principles of international law and condemn Russian aggression against Ukraine and the mass killings of Ukrainian children.

The agency noted that the latest massive shelling proves that Russia ignores any efforts to establish a just and lasting peace. The refusal of Vladimir Putin to participate in the peace process proposed by U.S. President Donald Trump has been described as particularly cynical.

Call for Provision of Modern Air Defense Systems

Separately, the Ministry has appealed to partners to increase military support for Ukraine. This includes providing additional air defense systems to protect the civilian population, as well as long-range strike capabilities against military targets of the aggressor and new packages of military assistance. The agency emphasized that while Moscow responds to peaceful initiatives with massive missile attacks, the war can only be ended through a policy of “peace through strength” – by supporting Ukraine and increasing diplomatic, economic, and military pressure on Russia.

The Ministry also stated the necessity of holding the Russian Federation accountable through the establishment of a Special Tribunal for the crime of aggression against Ukraine, aimed at the higher political leadership of the aggressor state.

According to the latest information, as a result of the nighttime attack on Kyiv, 19 people have died, and over 50 have been injured. The Air Forces of the Armed Forces of Ukraine reported that Russian troops used nearly 600 strike drones and 31 missiles on the night of August 28. Strikes from missiles and drones were recorded at 13 locations, with debris from downed objects found at 26.

The Kyiv City Military Administration reports that the consequences of the attack have been recorded in over 20 locations in the capital, including in the Darnytskyi, Dniprovskiy, Solomianskyi, Shevchenkivskyi, Holosiivskyi, Obolonskyi, and Desnianskyi districts. In the Darnytskyi district, a direct hit destroyed part of a five-story residential building. Search and rescue operations are ongoing, and people are still being sought under the rubble.
