The European Commission has approved the provision of what is known as “roaming visa-free” for Ukraine, allowing citizens of the country to use mobile communication in European Union countries without additional costs. This was announced by the Prime Minister of Ukraine, Denys Shmyhal, during a government meeting.

Mutual Opening of the Roaming Sector
Ukraine will officially join the EU’s Roam like at Home policy, enabling Ukrainian subscribers to make calls, send messages, and use mobile internet in EU member states under the same conditions as at home. European operators, in turn, will provide similar conditions for their users in Ukraine.
“Today, the Government approved the decision of the Ukraine-EU Association Committee on the mutual opening of the roaming sector. This is part of the procedure for finalizing the acquisition of roaming visa-free status,” Shmyhal stated.
Expected Start of Changes
As noted by the Prime Minister, the implementation of the roaming visa-free status for Ukrainians is expected to begin on January 1, 2026. Thus, Ukrainian citizens will have the opportunity to use mobile communication services in EU countries without the need to pay additional fees, while European subscribers will enjoy the same conditions in Ukraine.
Previously, Denys Shmyhal reported significant progress in Ukraine’s sectoral integration into the European Union, as well as successes on the path to joining the Roam Like at Home policy. These steps are expected to contribute to further rapprochement between Ukraine and the EU and expand opportunities for citizens of both sides.
