The Secretary of the National Security and Defense Council of Ukraine, Rustem Umerov, plans to make a working visit to Miami in the coming days, where he will meet with the special representative of the President of the United States, Steve Witkoff.

Context of negotiations between Ukraine, the US, and Russia
Amid the ongoing war and diplomatic efforts, Moscow continues to demand the withdrawal of Ukrainian troops from the territory of the Donetsk region. At the same time, Kyiv refuses to make concessions regarding the controlled territories and categorically rejects recognizing the lands occupied by Russia as part of the Russian Federation.
The agenda for the upcoming meeting in Miami remains unknown, as the participants in the negotiations are not disclosing details. In particular, a White House representative, who spoke on condition of anonymity, refrained from clarifying the topics of the upcoming conversation. The Ukrainian side hoped that another American envoy, Jared Kushner, would join the meeting, but this prospect is currently in question.

Kyiv hoped that Witkoff would travel to Ukraine along with another envoy, Jared Kushner, but this is in doubt. In a recent interview with Bloomberg News, Ukrainian President Volodymyr Zelensky stated that both were invited, but they have not yet confirmed their visit while remaining in contact with their Ukrainian colleagues.”
Negotiations, positions of the parties, and the international situation
On April 29, a phone conversation took place between the Presidents of the US and Russia, lasting about an hour and a half. President Donald Trump characterized the conversation with Vladimir Putin as “very good,” noting that issues related to Ukraine and Iran were raised. Trump emphasized that he proposed to Russia the idea of a “small ceasefire” on Ukrainian territory.
Since his inauguration in January 2025, Donald Trump has repeatedly stressed the need for a swift end to the war in Ukraine. The US is actively participating in mediation initiatives, organizing a series of negotiations that have yet to lead to a lasting ceasefire. The main obstacle remains the territorial issue: Russia insists on controlling the entire Donetsk region as a condition for starting discussions on a peace agreement, which Ukraine categorically rejects.
The last round of direct trilateral negotiations between Ukraine, the US, and Russia took place back in February. Dialogue was suspended after the onset of military actions between the US, Israel, and Iran, which affected the pace and formats of diplomatic contacts regarding the resolution of the situation in Ukraine.
