Verkhovna Rada to Consider Zelensky’s Bill on Expanding NABU and SAP Powers

The Verkhovna Rada of Ukraine plans to consider President Volodymyr Zelensky’s bill on July 31, which aims to strengthen the powers of the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAP). The exact time for the vote has not yet been announced.

Parliamentary Review and Committee Support

The Parliamentary Committee on Law Enforcement recommended that lawmakers adopt the presidential initiative both in principle and in its entirety. At the same time, the committee reviewed six alternative bills, all of which were rejected.

Public Actions and Response from Anti-Corruption Bodies

On July 30, public actions took place in Kyiv, Lviv, Kharkiv, Dnipro, Zaporizhia, and Odesa, calling on the authorities to support the bill aimed at enhancing the independence and powers of NABU and SAP.

In July, the Verkhovna Rada adopted the preliminary bill No. 12414, which experts estimate limited the independence of NABU and SAP. NABU Head Semen Kryvonos subsequently appealed to the president to veto the document, but Volodymyr Zelensky signed it the same day. These changes sparked a wave of protests among the public and raised concerns among Ukraine’s Western partners.

The National Anti-Corruption Bureau positively assessed bill No. 13533 submitted by the president. According to anti-corruption bodies, it restores all procedural powers and guarantees the independence of NABU and the Specialized Anti-Corruption Prosecutor’s Office.

Verkhovna Rada Chairman Ruslan Stefanchuk confirmed that the parliamentary session on this issue will take place on July 31.
