During his official visit to Berlin, Ukrainian President Volodymyr Zelensky met with the President of the German Bundestag, Julia Klöckner. The parties focused on issues related to the further development of defense cooperation between Ukraine and Germany, as well as the possibility of attracting direct investments into the domestic defense industry.

Support for Ukraine and New Financial Commitments from Germany
During the negotiations, Zelensky thanked Germany for its decision to allocate 7 billion euros in military aid to Ukraine in 2025. The prospect of increasing this amount was also discussed, which would enhance the country’s defense capabilities amid ongoing aggression from the Russian Federation.

The President of Ukraine also emphasized the importance of support from the German parliament and expressed approval of the constitutional changes approved by the Bundestag, which pave the way for increased defense spending in Germany.
Investment Prospects and Parliamentary Dialogue
Volodymyr Zelensky and Julia Klöckner examined in detail the possibility of attracting direct investments from Germany to develop Ukraine’s defense industry. Such cooperation could be an important step towards strengthening Ukraine’s defense capabilities and deepening German-Ukrainian relations.
The President of the Bundestag confirmed that the meeting addressed the current state of affairs in Ukraine, further avenues for inter-parliamentary cooperation, and the development of the strategic partnership between the two countries. Zelensky also invited Julia Klöckner to visit Ukraine on an official trip.
This meeting was the first for Zelensky in Berlin since Friedrich Merz took office as Chancellor. The previous visit of the Ukrainian President to the German capital took place in October 2024.
