Ukrainian President Volodymyr Zelensky addressed participants via video link during the European Union leaders’ summit on June 26, emphasizing the need to increase pressure on the Russian Federation. The head of state highlighted that Ukraine is ready for a ceasefire, unlike Russia, which continues its aggression.

The Importance of Sanctions and Export Control
Zelensky stressed that sanctions remain a key tool for limiting Russia’s military ambitions. The president underscored the importance of restricting Russia’s oil revenues, as well as enhancing control over the shadow fleet, banks, and supply chains that allow the aggressor country to obtain critical components for weapons. According to Zelensky, some European companies are still supplying important parts to Russia, undermining the effectiveness of the sanctions measures.

Separately, the Ukrainian president raised the issue of the price cap on Russian oil. He expressed the belief that this price should be lowered to $30 per barrel, despite the lack of consensus among EU members regarding such a decision.
Ukraine’s Needs and Political Pressure in the EU
Volodymyr Zelensky pointed out that Ukraine understands the dependence of some EU countries on Russian energy resources, but at the same time, does not always receive similar understanding from partners regarding its own needs. The president did not name specific countries that he believes are not sufficiently supporting Ukraine. He expressed surprise at the sharp criticism and political pressure from certain leaders, emphasizing the need for uniform rules for all EU members.
Zelensky also emphasized that Ukraine should be involved in joint arms procurement from both European and Ukrainian manufacturers. He highlighted that Ukraine’s defense industry can become an integral part of the European security system, and the recent NATO summit confirmed the necessity of developing Europe’s own defense capabilities.
The president hopes that the European Union will help cover the deficit in the Ukrainian budget. He also separately emphasized that Ukraine is fulfilling all the obligations necessary for EU membership and expects corresponding support from European partners. Zelensky stressed that delays from Europe could create a negative precedent and undermine trust in European promises.
Ukraine’s progress in negotiations for EU membership is being hindered by Hungary’s position, which is blocking the opening of the first negotiation cluster called “Foundations.” As a result of the summit on June 26, this situation has not changed.
