President of Ukraine Volodymyr Zelensky signed a decree changing the composition of the National Security and Defense Council. Minister of Justice Svitlana Hrynchuk and Minister of Energy Herman Halushchenko have been removed from the council. This decision comes amid a high-profile corruption investigation related to the activities of the state company “Energoatom.”

Corruption Scandal Surrounding “Energoatom”
The decree, published on November 14, mentions a partial update of the previous document from July 2025 regarding the composition of the NSDC. According to this decision, G. Halushchenko and S. Hrynchuk have been removed from the council. The decree takes effect upon its publication.
On November 10, the National Anti-Corruption Bureau of Ukraine reported the disclosure of a criminal organization that systematically received illegal benefits from “Energoatom” contractors. The size of the bribes ranged from 10% to 15% of the contract amounts. According to NABU, these funds were laundered through a back office in Kyiv, through which approximately 100 million dollars passed.

Further Personnel Decisions
On November 10, draft resolutions were registered in the Verkhovna Rada for the dismissal of Herman Halushchenko from the position of Minister of Justice and Svitlana Hrynchuk from the position of Minister of Energy. These personnel changes may be directly related to the investigation of large-scale corruption in the energy sector. Consideration of the relevant resolutions in parliament is expected soon.
