Ukrainian President Volodymyr Zelensky met with U.S. Special Representative for Ukraine, Keith Kellogg, in the Italian capital. This meeting took place ahead of the large-scale Ukraine Recovery Conference, which will be held in Rome on July 10-11, 2025.
Key Participants of the Conference and the Composition of the Ukrainian Delegation
Keith Kellogg is part of the American delegation that will participate in the international event dedicated to the reconstruction of Ukraine and the implementation of reforms. At the beginning of the meeting between Zelensky and Kellogg, no statements were made to the press.
High-ranking officials from various countries and international organizations will participate in the Ukraine Recovery Conference. Among them are Italian Prime Minister Giorgia Meloni, German Federal Chancellor Friedrich Merz, President of the European Commission Ursula von der Leyen, President of the European Council António Costa, President of the European Parliament Roberta Metsola, and Polish Prime Minister Donald Tusk.
The Ukrainian delegation is led by First Deputy Prime Minister and Minister of Economy Yulia Svyrydenko. It includes 11 high-ranking officials who were officially approved the day before.
Background and Support from the U.S.
The conference in Rome will be the fourth major international forum aimed at supporting the reconstruction of Ukraine after the full-scale war. Previous similar meetings took place in Lugano, London, and Berlin. The organizers of URC 2025 are the governments of Ukraine and Italy, with the support of the European Commission, international financial institutions, business representatives, civil society, and local authorities.
The meeting between Zelensky and Kellogg occurred after the Pentagon announced the provision of additional defensive weapons to Ukraine. This decision was made at the direction of U.S. President Donald Trump. Prior to this, there were reports in the U.S. about a temporary halt of some arms supplies due to concerns about depleting the army’s own reserves.
“At the direction of President Trump, the Department of Defense is sending additional defensive weapons to Ukraine so that Ukrainians can defend themselves while we work to ensure a lasting peace and end the killings,” the Pentagon stated on July 7.
