Zelensky Signed Three New Sanction Packages Against Russia: Who Will Be Affected by the Restrictions

President of Ukraine Volodymyr Zelensky signed three new sanction packages aimed at increasing pressure on the Russian Federation on October 4. The head of state announced this in his evening address.

Areas Covered by the New Sanctions

According to Zelensky’s explanation, each of the three signed decrees pertains to a specific area:

  • The first package extends restrictions for Russian entrepreneurs and individuals connected to the “Putin system.” These are sanctions whose validity was about to expire but have now been prolonged.
  • The second decree imposes sanctions against representatives of the Russian military-industrial complex, particularly manufacturers of drones and their components.
  • The third package concerns individuals and companies linked to the Russian oil sector that finance the war against Ukraine.

“We continue our comprehensive policy of pressure on Russia. We will continue to coordinate this with our partners. Many Ukrainian developments are already forming the basis of our partners’ sanctions. We expect synchronization of our sanctions with our partners,” Zelensky emphasized.

List of Sanctioned Individuals and Companies

Later, clarifications regarding who exactly is covered by the new restrictions were published on the president’s website.

  • The first decree extends the sanctions imposed in 2023 for two years, particularly concerning companies linked to Russian oligarchs Petr Aven, Mikhail Fridman, and Andrey Kosogov.
  • The second decree introduces sanctions against 33 individuals and 27 legal entities aimed at weakening the Russian military-industrial complex and preventing access to critical technologies.

The list of companies included in the second package of sanctions consists of:

  • “Hardberry Rusfactor” — a company that manufactures drones, counter-drone systems, and develops neural network systems for automatic target designation.
  • “Jupiter” Factory — a manufacturer of optical and optoelectronic devices, sights, and micro-optics for firearms.
  • Optical-Mechanical Design Bureau “Valdai” — specializes in producing optics, night vision devices, and FPV drones with thermal imaging systems.
  • Chinese Company Shenzhen Weilyao International Trade Co. — supplies components for the production of UAVs at the “Alabuga” factory, which manufactures strike drones of the Shahed type (“Geran”).

The third decree concerns 4 individuals and 3 legal entities associated with the Russian oil sector that are involved in financing aggression against Ukraine.

It is worth noting that back in September, Ukraine had already imposed three packages of sanctions against Russian propagandists and individuals conducting business in occupied territories.

The European Commission previously proposed a phased plan to abandon Russian oil and gas, including liquefied gas, by the end of 2027. Meanwhile, according to internal EU documents, member state governments insist that Brussels does not disclose details of this strategy to ensure maximum effectiveness in gradually phasing out energy resources from Russia.
