Ukrainian President Volodymyr Zelensky, during a conversation with journalists, discussed the current state of Western support and shared his vision for the development of the peace process and security guarantees for Ukraine.

EU Assistance and Ukraine’s Financial Expectations
Zelensky emphasized that European partners are providing assistance to Ukraine based on thirty active agreements. The President highlighted the importance of maintaining the volume of this support and reported on efforts to recover frozen assets of the Russian Federation or equivalent funds tied to those assets. According to Zelensky, Ukraine expects to receive $45 billion annually, and up to $90 billion for the years 2026–2027.
“There are amounts of assistance that our European partners provide us based on 30 agreements. It is important for us that these amounts do not decrease; I am personally working on this. Secondly, there are frozen assets or alternative funds tied to these assets, and I am personally working on this with European partners. I am doing everything to ensure we receive these $45 billion a year and $90 billion for 2026–2027,” he noted
Peace Process, Security Guarantees, and the US Position
The President outlined potential risks in the event of a failure of the current peace process. He stressed that Ukraine must be realistic but cannot afford to lose hope. If progress cannot be made in resolving the war or pressuring the Russian Federation, Ukraine must seek new ways to end the conflict.
Zelensky also mentioned the security guarantees from the US, noting that details will be disclosed later after relevant military-level consultations in Stuttgart.
It is expected that on December 15, the President of Ukraine will visit Berlin for talks with German Chancellor Friedrich Merz, as well as representatives from Great Britain, France, Poland, and Italy regarding further steps in the peace settlement.
Last week, a meeting took place in Moscow between American representatives Steve Witkoff and Jared Kushner and Vladimir Putin regarding the parameters of a possible peace agreement in the war between the Russian Federation and Ukraine. The Russian side refused to agree to some points of the American plan for ending the war.
Following these negotiations, the Ukrainian delegation in the US continued consultations with representatives of the Trump administration.
In a recent interview with Politico, Donald Trump stated that Russia is currently in a stronger negotiating position than Ukraine. He also advised Volodymyr Zelensky to agree to the American peace initiative, which involves significant concessions from Ukraine.
At the same time, Ukrainian and European officials remain skeptical about the sincerity of Russia’s intentions, although Trump believes that Putin is serious about negotiations.
The American Institute for the Study of War has repeatedly stated that the Kremlin is not interested in honest peace negotiations and seeks Ukraine’s capitulation rather than a compromise.
