In the criminal proceedings regarding the flooding of the capital’s subway tunnel, additional expert examinations have been appointed to shed light on the causes of the incident and the accountability of officials.
The Investigation Gains Momentum
The pre-trial investigation into the flooding of the section of the tunnel between the ‘Lybidska’ and ‘Demiivska’ subway stations in Kyiv is ongoing. As reported by the Prosecutor General of Ukraine, Ruslan Kravchenko, the investigation is at the stage of appointing new expert examinations that could be crucial in establishing the culpability of the officials involved.
Among the appointed studies are forensic economic and mining engineering examinations. These analyses are expected to provide answers regarding compliance with tunnel operation regulations and financial aspects that may have affected the operational safety of the facility.
“We have established that a large number of officials responsible for this area of work were aware of the potential consequences (the flooding of the tunnel section, — ed.), but did not take effective measures to prevent it,” said Ruslan Kravchenko.
Suspension of Officials and Restrictive Measures
The Prosecutor General emphasized that a final assessment of the actions of all involved officials will be provided only after the results of the appointed examinations are received. For now, it is noted that it is too early to conclude this case, as new evidence is still expected.
It is worth recalling that on July 18, 2025, the director of the Transport Infrastructure Department of the Kyiv City State Administration, Ruslan Kandybor, was suspended from duty for two months due to suspicion of official misconduct that led to an emergency situation in the subway section near the ‘Lybidska’ station. Additionally, the Holosiivskyi District Court imposed a preventive measure on the official — nighttime house arrest until September 10, 2025, although prosecutors insisted on round-the-clock house arrest with an electronic bracelet.
