Construction work continues despite an official ban

In the Podil district of Kyiv, illegal construction work is ongoing at a historic building known among locals as the “Bread Shop” on Yaroslaviv Val Street. Local activists report that the developer’s workers are ignoring a court decision to cease any construction interventions at this architectural monument.
Historical Value at Risk
The house of titular advisor O. Kobilyansky, located at Yaroslaviv Val, 27, is an architectural monument and holds significant importance for the cultural heritage of the capital. According to Kyiv heritage protector Dmytro Perov, the builders had previously completely covered the facade of the historic structure, concealing unauthorized work, and a recent strong wind tore off the protective covering, revealing the condition of the building and the extent of the intervention.
“As a result of an extremely strong gust of wind last night, the construction fabric that was covering the architectural monument – the House of Titular Advisor O. Kobilyansky at Yaroslaviv Val, 27 – was blown away. The day before, on Saturday, October 11, the builders grossly ignored the ruling of the Podil District Court of Kyiv prohibiting construction work at the site,” wrote Perov.
Violations of Legislation and Citizens’ Rights
Activists emphasize that such actions contradict not only court decisions but also current legislation. Article 54 of the Constitution of Ukraine and Article 12 of the Law on the Protection of Cultural Heritage guarantee citizens free access to monuments and provide for responsibility for their destruction or damage. Despite these regulations, builders continue their work, raising concerns among local residents and cultural heritage specialists.
The situation surrounding the preservation of historic sites in Kyiv remains tense. The public is calling on regulatory authorities to take decisive action to protect architectural monuments and hold those responsible for violating the law accountable.
