The Cabinet of Ministers of Ukraine has approved the initiative of the Ministry of Defense to strengthen the air defense system. This was announced by the government representative in the Verkhovna Rada, Taras Melnychuk, on June 11.

Experimental Project During Martial Law
According to the government’s decision, an experimental project will be implemented, which will operate throughout the entire period of martial law, but no longer than two years. The aim of the project is to enhance the effectiveness of protecting Ukraine’s airspace by involving specially formed air defense groups to counter air threats.
Members of volunteer and paramilitary formations of territorial communities, which are part of the Territorial Defense Forces of the Armed Forces of Ukraine, will play a special role in implementing this initiative. Those with relevant flying skills or qualifications for combating air strikes, particularly involving strike drones and piloted aircraft, will be invited to participate in the project.
“The experimental project aims to strengthen the air defense of Ukraine’s territory by involving members of paramilitary formations and volunteer formations of territorial communities of the Territorial Defense Forces of the Armed Forces of Ukraine, who have the relevant flying skills and/or qualifications, during the defense against air threats from the aggressor state using strike unmanned aerial vehicles or piloted aircraft during the martial law regime.”

Russian Attacks and International Legal Assessment
On the night of June 10, the Russian army launched another massive attack on Kyiv, causing destruction in seven districts of the capital, including St. Sophia’s Cathedral. This is just one of many instances where Russian military forces use various types of weaponry – strike UAVs, missiles, guided bombs, and multiple launch rocket systems to attack Ukrainian regions. Russia particularly frequently conducts night kamikaze drone attacks.
At the same time, the leadership of Russia denies accusations of deliberately shelling civilian infrastructure in Ukrainian cities and villages, although as a result of these actions, civilians are killed, and hospitals, schools, kindergartens, energy, and water supply facilities are destroyed.
The Ukrainian authorities and international organizations regard such strikes as war crimes of the Russian Federation and insist that they are targeted in nature.
