Sabotage in the Dismissal of the Head of the Land Commission

Vyacheslav Nepop, Deputy Head of the Kyiv City State Administration and a member of the “UDAR” faction, who is also a member of the Kyiv City Council’s regulations commission, is delaying the consideration of the issue regarding the dismissal of Mykhailo Terentiev from the position of Head of the Land Commission. Terentiev is mentioned in the so-called “Komarnytsky tapes,” which has caused significant public outcry.

During the Kyiv City Council meeting on December 18, Nepop’s party mate, Dmytro Bilotserkivets, publicly stated that there is intentional obstruction of meetings where the issue of Terentiev’s removal was to be discussed.

“Mr. Nepop is deliberately sabotaging the removal of a person associated with Komarnytsky from the position of Head of the Land Commission. Unfortunately, Mr. Nepop has already sabotaged the meetings of the regulations and anti-corruption commissions regarding the removal of a person connected to Komarnytsky from the position of Head of the Land Commission for the second time. I request that he be instructed to attend the meeting,” Bilotserkivets addressed Vitaliy Klitschko.

Regulatory Issues: Terentiev’s Factional Affiliation

The Head of the Regulations Commission, Leonid Yemets, reminded the Mayor of the importance of adhering to the internal order of the Kyiv City Council. In particular, each faction has the right to delegate its representatives to the commissions. However, according to Yemets, Mykhailo Terentiev is currently not a member of any deputy faction in the Kyiv City Council. This raises questions about the legitimacy of his continued position as Head of the Land Commission.

Yemets emphasized the need to regulate this issue in accordance with the regulations to ensure the legality and transparency of the work of the representative body of the capital.
