Former Vice-Rector of Kyiv University Charged with Fictitious Capital Repairs

For three consecutive years, the contracting organization did not carry out any repair work but received over 2.1 million hryvnias from the university’s budget.

Law enforcement agencies in Kyiv have charged a former vice-rector of one of the capital’s universities in a case concerning fictitious capital repairs of the university building.

Investigation into the Illegal Use of Budget Funds

The investigation established that in 2022, the university administration entered into an agreement with a private contracting company for the capital repair of one of the institution’s buildings. Subsequently, the vice-rector signed a certificate of completed work, stating that the contractor had fully fulfilled its contractual obligations.

“However, it turned out that as of 2025, no repairs had been carried out. Moreover, project and cost documentation had not even been developed, which was supposed to determine the exact scope of work and its cost. Despite this, the university unjustifiably transferred more than 2.1 million hryvnias to the contractor for the imaginary capital repair of the building, causing damage to the state budget in that amount,” the police reported.

Qualification of the Crime and Possible Punishment

The former official is charged under part 2 of Article 367 of the Criminal Code of Ukraine — official negligence that led to severe consequences. The maximum penalty for this article provides for up to five years of imprisonment with an additional punishment in the form of a ban on holding certain positions or engaging in specified activities for up to three years.
