Germany to Provide Ukraine with 9 Billion Euros in Financial Support Annually

Germany will allocate financial assistance to Ukraine amounting to 9 billion euros each year over the coming years. This was announced by Finance Minister and Vice Chancellor Lars Klingbeil during a meeting with Ukrainian President Volodymyr Zelensky.

“As Finance Minister, I emphasized, and this has also been agreed upon by the Federal Government, that we are committed to supporting Ukraine in the coming years by spending 9 billion euros annually,” said Klingbeil.

Deepening Cooperation and Results of Collaboration with the EU

Lars Klingbeil also held talks with Ukrainian Finance Minister Serhiy Marchenko regarding further support for Ukraine and its possible formats. According to Marchenko, Germany’s support is extremely important for the implementation of the EU’s Ukraine Facility initiative, which has already attracted 22.6 billion euros to Ukraine’s state budget. The ERA mechanism, which involves the use of revenues from frozen Russian assets, was specifically noted: currently, the European Union has already directed 9 billion euros to Ukraine through this mechanism.

The Importance of External Financial Assistance for Ukraine

International assistance remains crucial for ensuring Ukraine’s financial stability. By 2025, Ukraine has already received over 28 billion dollars in external funding, while the total need for this year is 39.3 billion dollars.

During the discussion of Ukraine’s budget for 2026, Serhiy Marchenko explained that planning is taking place under conditions of significant uncertainty due to the ongoing active hostilities. As a result, the need for support from international partners will remain at least at the current level.

According to the Ukrainian Ministry of Finance, since the beginning of the full-scale war, direct budget support from Germany has already reached 1.6 billion euros, of which 1.3 billion are grants.
