The demolition of illegal fences and barriers near the elite residential complex “River Stone” on the Dnipro embankment has begun in the Darnytskyi district of Kyiv. These structures had long blocked the free passage of residents to the embankment and the banks of the Dnipro.

Implementation of the Supreme Court’s Decision
The work to dismantle the fences became possible after the Supreme Court mandated the city authorities to ensure open access for citizens to the embankment. The capital’s prosecutor’s office appealed to the Kyiv City Council, demanding compliance with the court ruling, which stipulates the cessation of developers’ rights to a portion of the shoreline near the “River Stone” residential complex. The court’s decision specifically emphasizes that the hydraulic structure cannot be registered as private property.
“We are freeing access to the Dnipro and the shoreline in the Darnytskyi district. Many thugs and guards,” wrote Mykhailo Budilov, the director of the Department of Territorial Control of the Kyiv City State Administration, on his Facebook page.
Residents’ Position and Public Reaction
Some residents of the “River Stone” residential complex believe that the right to exclusive access to the embankment was included in the price of their housing. However, the court’s decision and the actions of city services emphasize that the coastal area must remain open and accessible to all Kyiv residents, regardless of the status of the residential complex or its inhabitants.
